FAQ

Frequently asked questions.

The questions applicants ask most often about Montenegro's Citizenship by Investment Program.

No. The program is currently on hold and not accepting new applications. Global Pass is monitoring the situation closely and can register your interest so you're notified the moment the program reopens or a new route is announced.

Montenegro's government paused the Citizenship by Investment program after its original application window closed. No new intake has been announced. We recommend registering interest rather than waiting to check back, since reopening announcements can move quickly once made.

Under the previous program structure, applicants were required to make a €100,000 government fund donation, in addition to a real estate investment of at least €250,000 in the Northern region or €450,000 in the Southern and Central regions, plus applicable application, processing, and legal fees. These figures should be treated as historical reference rather than current terms until the program formally reopens.

Not yet. Montenegro is a candidate country and one of the more advanced Western Balkan states in the EU accession process, having opened negotiations on all accession chapters, but no confirmed membership date exists.

Montenegro's citizenship law does not generally permit dual citizenship except in specific circumstances recognized by bilateral agreement or ministerial discretion. Applicants should confirm their specific situation with an advisor before proceeding.
